UCANPRO a portal to Prozorro – the Ukrainian government online public procurement system. UCANPRO is designed to facilitate the access of Canadian companies to ProZorro by providing information in English and French about each tenders hosted on the website with a value over $50,000.
UCANPRO was developed through a collaboration between Canada’s Trade Commissioner Service (TCS) and the Canada-Ukraine Chamber of Commerce (CUCC). The CUCC currently owns and operates UCANPRO
About ProzorroUkraine’s Law on Public Purchasing designates Prozorro as the official open data resource which offers free access to all public purchasing data on all tenders from July, 31 2016.
ProZorro is a fully online public procurement platform and a collaboration environment that ensures open access to public procurement (tenders) in Ukraine. It is the result of a partnership between Ukrainian business, government and the civil society.
ProZorro is an open-source, hybrid system. In contrast to single or multi-platform systems, ProZorro is built upon a central database. Fully implemented in 2016, it has since been globally recognized as one of the most innovative public procurement systems delivering government services in a stakeholder-focused, transparent, effective, fair and low-cost way.
ProZorro won the prestigious World Procurement Award and the annual prize of the Open Government Awards in 2016. In addition, ProZorro has been recognised by the World Bank and is a showcase for their Open Contracting Partnership.

How UCANPRO helps?Canadian companies have equal access to public procurements in Ukraine, and UCANPRO is designed to facilitate this access.
Thousands of new bids are published on Prozorro every day. While many could be of interest to Canadian firms, others include tenders of minimal value (even of $CA 100 value), goods and services that cannot be delivered from Canada to Ukraine (electricity, fresh baking) and others which would be difficult for foreign firms to supply. Navigating the site can be difficult if a firm does not have Ukrainian capacity and/ or guidance through the application process.
You can browse available public procurement opportunities by sector, value, CPV code and other filters and obtain preliminary information about them. Much of the detailed information about specific tenders will remain in Ukrainian. You can ask for support of the Canada-Ukraine Chamber of Commerce and office of the Canadian Trade Commissioner Service in Kyiv for information and assistance if you wish to pursue further.

Why bidding in Ukraine?In 2020, the expected value of completed public procurements in Ukraine was $CA 37.3 billion. Foreign companies won 0.02% of the contracts, notably, for the total value of $CA 1.6 billion (4% of the total procurements 2020). Some of the most expensive contracts were concluded with foreign companies from France, Pakistan, Azerbaijan, Norway, USA and UAE. From 2017 to 2020, seven Canadian companies won bids on ProZorro, for a total value of CAD$ 60 million.
Canadian firms enjoy equal access to public procurement opportunities under the auspices of the Canada-Ukraine Free Trade Agreement (CUFTA).
